Johnson 6hp Model CD23E compression?

Greetings,
I had the compression checked and it came back at 90 on both cylinders.
It looks like it will need a complete tun up. One of the wires is not sparking.
With all that being said is that compression to low to even spend money on tune up?
The outside looks clean but the compression does not lie.

The compression sounds fine. Do the rest of it but don't forget the water pump and the gear case oil.
