Johnson 60 only runs by pushing key choke

Thanks in advance for anyone's help!
Have 1989 Johnson 60. Started hard last season, but got it running. Bogged down when I put the coals to her. Took to repair place. They replaced all fuel lines in engine(except hose and bulb to external tank), rebuilt the 3 carbs. It still bogged out at half throttle, then didn't run at all. I replaced the 3 plugs, the shop didn't do it, can't believe that one. Anyway it ran great after I replaced the plugs last season.
This season, It won't hold at idle long enuf to engage forward gear. I shifted really quick and pushed key choke and I can keep it running, almost to a nice plane. Sounds like starving for fuel if you ask me. How bout fuel filter? Don't know if the shop changed it. I does have new QL77JC4 plugs in it. Where do I start? Thanks.

If you can push the choke in and it starts to run it sounds like you need some carb work. I don't know what kind of work your repair place does but it don't sound good.
