start with the about 1 1/4 out, you need the engine in the water, in gear. youneed to run it out and fine tune the high speed first, then let it idle and adjust the low speed. only turn 1/8 of a turn at the time and let the engine catch up with the change. i have a '55 15hp rude that will troll all day and never cough, and then will run like hell to the dock. it may take several tries to get it perfect. i assume you have rebuilt your carbs, with a new float, and rebuild kit. if this motor has not been run in a while follow the steps in the engine faq section title "awakening a sleeping outboard" these are great dependable engines, when treated correctly.
