Johnson 115 Fastrac tilt and trim not working

I have a 1998 Johnson 115 with the fastrac tilt trim system I removed motor from boat last year because I'm restoring boat, when I removed everything worked fine it has been on an engine hoist I had raised the tilt and trim up to sand everything because I'm going to paint entire outboard but now the tilt trim system wont work the motor runs but no movement I had to use release valve to lower any ideas to what it might be would be greatly appreciated I have already removed unit but don't know if I should just find a used one or if this one can be rebuilt. Is the unit installed on the motor? If not it will be hard to diagnose and fix. For example, when tilting down, the single tilt cylinder rod pulls the midsection down to push the two trim cylinder rods in. The trim rods will not retract on their own.

Also. if the trim fluid is low, the unit may not do anything.

Make sure the fluid is full. Run the tilt down (help it manually if necessary), and then back up and wait a moment for any air to bubble out and refill. Repeat until she runs smooth.

It was installed on motor had to help it down which I understand because weight of motor helps retract but I couldn't get it to go back up but motor ran I removed unit from motor fluid was full just don't know what next should be to diagnose or is it worth rebuilding......
