Item on the bow near windlass

Can someone tell me what this item is on the bow? I think it has something to do with the anchor rope. Thanks!

My guess is a "Deck Pipe" . . . it seems to have tape on it?

Yeah it has an opening so i just added some gorilla over it. I will remove it and place a deck plate over it. I think it was for the abhor locker not sure. I was getting a leak in my cabin and trying to isolate the leak from the front.

its a deck hawse or deck pipe. that is what the anchor line goes down into the anchor locker
