I know the quality of the picture is terrible I have tried to highlight in red the chip in it. Should i just take it to my weld shop of choice or scrap it?

I would leave it

however if it bothers you, take it to any of the following:
marina that does weld repair
propeller shop
fabrication shop
radiator shop

that is about a 10 minute repair

Found these keelguards have you ever seen them? I am thinking my fab shop will do it cheaper but those keel guards are a pretty quick fix as well.

The damage is purely cosmetic.
Why are you “guarding” a chip?
Take it in and have it welded if it bothers you

You could use quick steel epoxy as well. If you press in where the crack is, and rub off/ remove the excess, there won't be much to file/ sand off.. They make an aluminum version as well. Quick steel has metal filings in the epoxy mixture as a binder/ thickener. The aluminum has aluminum filings vs the standard steel filings
