Is the high pressure pump constantly running..because when I test it is always is hot.. Is it not grounded or is it wired directly to the battery

I have a question about a recently purchased 1999 mercury 200 outboard engine. Does the high pressure pump on my have constant power or only when the switch is on? I can not get it to start but the pump is always hot when tested I don't feel like this is normal

tha pump will only run with key on.. it should run a few seconds then cycle off if motor is not started.. it has a constant "hot".. tha + terminal will always show hot... its controlled (run or not run) by a ground from tha ecu...
