I've seen a lot of post about how the top of lower unit should be even with the bottom of transom is my motor too low? It's in the top hole so I could raise it?

Maybe...is that a false hollow bottom? Anti cavitation plate should be even with the bottom of your motor is clamped to the transom, higher if it's on an offshore bracket.

Pontoon boats are different;-----Test run and post what happens.----Or why the concern?

You need to have someone hanging over the Transom to get a Pic of what it looks like at Top Speed, to determine if the Motor is mounted too Low

not a false bottom, just the end of the motor pod for a pontoon. Mine is just an open rectangle, no vertical structures.
As mentioned, a pontoon is different. You need to run it and see what the WOT #'s are. Check for ventilation issues and trimming issues, if any, especially when turning at speed.
