Intermittent rattle from top of outdrive at low rpm

Hi, I have an 89 OMC 460 and Cobra outdrive. Leg was just serviced month ago with new gimbal bearing and boots etc. Recently I noticed an intermittent rattle from the outdrive at low rpm. It goes away as rpms come up to 1000. Anyone had that? Sound is as per begiining of video at https://photos.app.goo.gl/LxvuQ8xVS27FhHa67

Was a tune up recently performed on the engine?

Thank you for the reponse. I figured out it was the power steering. The oil cooler had failed and the fluid was going out with the raw water. The air bubbles were clicking the rack but it sounded like it came from the drive.
