Impeller questions

will i need to put sealer on impeller housing and loctite on bolts when i put lowwer unit back on?

Usually no sealer on the housing...but no loctite on the bolts. They will probably snap for sure. You will want to put some other sealant on the bolts...but not loctite. I use OMC gasket sealant.

What motor are you working on?

Make sure threads are clean and just torq to spec NO LOCTITE!
A LIGHT SEALER IS SOMETIMES USED TO KEEP GASKET IN PLACE ON PUMP HOUSING BUT NOT REQUIRED.

Yes, my factory service manuals call for using OMC gasket sealer on the lower unit bolts. It works.

+1. No sealant on the housing, or loctite on the housing screws and LU bolts either. They're all designed to be removable for regular routine servicing.

Im not sure what motor you are working on, but the oldies I work on I put 3M 847 under the impeller housing plate to casting, and OMC Gasket Sealing Compound on the housing screws as mentioned.
