Ignition timing coil

Hi there , I have a 2003 johnson 9.9 that starts and runs.
I use it for a kicker for my fishing boat. Sometimes it trolls nice then it will ideal down and stall. It will do that often. And it won’t rev past half throttle. I have been through the fuel system,cleaned carb,checked fuel lines , checked fuel pump. no issues there.
I have checked compression on both cylinders and all is goo there. Could it be the ignition timing coil? Thanks in advance.

vent open and working ?? try with fuel cap off try hand pumping when it is about to die

Yup, the vent is open. Learned that one a while back.
