Ignition or fuel issue?

1995 Kawasaki 750 SS.

Engine fires right up and idles fine. In the water, when I go full throttle from a dead stop, she jumps right up and the engine sounds good. Then, when she gets on plane, the engine loses some power, then comes back, then loses some power.... This also happens if I'm riding then go full throttle.

If I back out to about 1/2 throttle, she runs fine.

It's pissing good (warm water). The implellar isn't obstructed with weeds, etc.

I disconnected the temp sensor but it still runs the same.

Is this "limp mode" or would "limp mode" occur at all throttle settings?

The plugs are new and look normal.

Does this sound like an ignition or fuel issue??
