Ignition Coil sparks intermittently

I have a 92 Johnson 60HP and was out on the water and lost power on one cylinder. I checked ignition coils and they are all around 265 range, replaced spark plugs (I changed them out about 6 months ago), and tested spark plug wires and they have continuity. I’ve checked spark gap and the bottom cylinder will only fire if I press or move the coil. I can I check the power pack wire to see if it’s broken inside? Or would the power pack only spark two cylinders? Suggestions?
