I am old enough to remember when you didn't even have keys for tractors and equipment. And they added key switchs for a while where the same key would work on all the same make. I was just cleaning out a tool box drawer the other day and found a Case key that worked in every Case I tried it in that had a key switch. Outboards aren't much better, if I remember right Mercury had only 15 or twenty key combinations.
