Start with 2 turns out.---Motor will start and keep running.------Then you must make final adjustments with motor warmed up in gear on a boat.

Thanks
ALSO there's a IDLE PASSAGE screw on top forward. Is there a certain setting for this or just screw it in till it stops?

That appears to be the 9.9 / 15 HP carburetor.-------Used on the much bigger displacement 20 HP.-----Correct that screw on the front is not an adjustment.------What is your motor doing / not doing ?

The marine engine parts diagram shows it as a carburetor 20.

It starts but does not keep running. Carb cleaned, new fuel pump, hoses etc.
I was thinking the previous owner may have screwed the idle mix screw in WAY too far.
I may need another top cover. Having trouble finding the exact seat so I can start turning it out.

I clearly stated that it is also used on the 9.9 / 15 HP models !!-----Good luck with your motor.

If it starts but won't keep running, try turning the mix needle 1/8 turn counter clockwise (richer -- more fuel). If you can't find the proper setting, lightly close the needle (clockwise) and start over. If it started at 2 turns open, use that as an initial setting. Go leaner first (clockwise) 1/8 turn at a time until you get a light backfire (lean sneeze) or it stalls. Then back the needle out 1/4 turn and see if it wants to keep running.

If still not ready for prime time, I would suspect a dirty idle circuit in the carb. (top of the carb under the domed plug, or the plastic cover (whichever you have). Clean all small holes with carb spray and the plastic nozzle.
