Identify part on E15RCTR

anyone know what this piece is called? and where can i get one? its that black plastic piece that is held onto by the bolt, a linkage was mounted on it from the lever but it broke off from the black piece so i need replace it. also, which position should that black piece be on the neutral position? 1983 Evinrude E15RCTR

It is a shift lever lock. It has three stages the first one being neutral. The second is reverse and third is forward. Part number is 0323657. When in neutral you will have the least amount of throttle range at the tiller. When in reverse you have a little more throttle, and when in forward you get full throttle range.
