I have 2011 FX 16 Legend and the foam is soaked under the floor of the port side will it dry out or do i need to remove it the boat wont go on plane with 500 pounds of people in it but with only me it will im 250 pounds so do i remove it

It won't dry out. It will cause other things to rot. Need to remove, inspect other structural components - stringers, transom, etc. Probably more damage lurking than you realize.

I would "replace" the wet foam. Also look for why it got so wet.
