This is going to be a dumb question, but did you actually take it out and run the boat to see what happens? The lower unit on my kicker sits in the water when at rest with the bracket all the way up and the motor not tilted, but when underway at planing speed it is clear of the water. Even when coming up on plane it drags a bit but has made no noticeable difference. I have also tilted it and it never bounces or any of that. I would hate to see you go through all this without having actually tried it. You also need to try the motor itself out while attached to the bracket and the bracket all the way down. That is the most important element to having a kicker, is its running position. It needs to be as far in the water as possible, because wave action and just the rolling motion of the boat can pull the prop out of the water, starving the water pump for water. How the motor sits when not in use is secondary to how it sits in operation, so confirm all of this before making a decision. Good luck...
