Look up a parts diagram and you will see it.
Post photos of how it looks when sitting on yours.
Whatever happened it has being hit, run against, its not normal looking, did you say you have a spare one?

Yes sir I do still have the old one, I feel that the old one or the used one the mechanic put on didn’t go bad.. and I bought a new one for no reason. The problem was solved by a new flywheel and a new power pack...

In post #27, the center photo...... See those two large black coils on the back of the stator? Those are the two coils that supply approximately 300 AC volts to the powerpack capacitor. Now, see all that sticky looking stuff melting out of them and dripping down on the powerhead and timer base?... That indicates they're melting down due to the heat encountered... and that in turn results in weak, erratic, and eventually no ignition (spark). The stator needs replacing regardless of whatever reading you may get out of it.

so change the stator definitely and put the old timer base back on? so this has nothing to do with timer base bushings and being mounted down properly...?

I won't advise you as what to do with the timer base... However, from what I understand, you need the items to anchor that timer base down properly which is:

The "Retainer Ring" - Item 15, Part #313666 - Quantity 1
The "Clamp" Item" - - Item 14, Part #331927 - Quantity 2
The "Clamp Screws". Item 99, Part #306803 - Quantity 2

The ring just sits in the groove you see at the bottom of the timer base. DO NOT grease it... simply coat it with a light coat of oil.

No... You said that you didn't! In post #12 where you said...

"Alright guys so........I tested the kill switch, it seems to be fine. I removed the flywheel....this is my second flywheel and it does not seem to be spun BUT it is pitted... the timer base was not being held down by clips either. i was able to take the timer base off freely by just unplugging it from power pack."

Otherwise I would have bothered to scan and insert that graphic. However, I can see in the new pics that they're there.

Somesthink is wrong here.-----The taper or lack thereof on the crankshaft caught my eye.-----Post picture of taper in flywheel.------All I am going to say is ----Something is wrong with the installation of those clamps-------They need to clomp down on a plastic bearing ring item # 15.-----Find that ring is your next step.

Yes that is so, that taper looks almost vertical and that stator base with all that rust, not to mention the melting seen in a previous picture, looks to be in a bad way.
First thing is to sort out the situation with the taper so do post pics as said and find a ring- id imagine amongst all this lies your engines problem, only major issue is your taper. Maybe taper is normal if that second parts saleman didnt say anything but it does look unusual to me too
