Find the filter. Loosen the clamps on each end of the filter. Twist and pull the gas lines loose. When installing the new filter be sure the flow arrow is pointing toward the carbs.

How do you remove the filter cartridge. I believe that the cartridge is enclosed in a bowl assembly. How is this bowl removed (ie. unsrewed?) to allow access to and replacemnt of the filter?

Nope it should be about 4 inches long, cylindrical, white or grey and between the fuel line and the fuel pump. You just cut the two clamps (if they are zip ties) or unscrew them if they are metal and slip the fuel lines off of each side. The filter is a one piece plastic non-serviceable part.

EDIT:
The filter is not in the fuel bowls of the carbs
