how to remove steering wheel

after unscrewing for 5 min the bolt i noticed that its not coming off. did i miss something. im trying to put some pictures but it doesnt work

Ayuh,.... Welcome Aboard,.... Are ya sayin' the big nut in the center of the wheel, won't loosen,..??

If so, look on the back of the steerin' gear, for a bolt head, in-line with the big nut,...
Holdin' it, then turn the big nut,...

after you get the big nut off, I used ratchet straps hooked to the back of the wheel and to the stern of the boat popped it right off

A good way to lose some teeth. Just back the center nut off to keep the wheel from flying. But first he has to get the center nut loose.

Some wheels use a taper shaft with a woodruff key and some use a splined shaft. You can tell if you take the nut off, if you see splines that's what you got. If you have splines I'd use a steering wheel puller. If its a taper shaft, I'd just loosen that nut but leave it on the end of the threads. Then take a block of wood and place it over the nut. Take a hammer and just give it a sharp rap. You are just trying to break the taper fit and then the wheel will come off. The woodruff key will usually fall out so look for it on the deck. I used grease when I put my new wheel on so if I ever have to remove it, next time will be easy. Grease also holds the woodruff key in place....

Ayuh,.... Never, Ever seen a splined wheel on a boat,... Cars, Yes, Boats, No,....

On the tapered shaft wheel removal, I run the nut out, Flush with the end of the shaft, sit in the seat with yer knees under the wheel, push off Hard with yer knees, 'n Wack the nut once with a BFHammer,...
The wheel will Pop off the shaft,....
Remove the nut, then the wheel,....

But,....
By the description the OP stated,...
I'm thinkin' he's got an antique helm, with the square tapered connection, with a through bolt of 3/8" diameter,...
In that case, get it apart anyway ya can, 'n trash the Whole thing for a New wheel, 'n helm, 'n cable Kit,...

the nut turn fine but after 5 minute of turning it look like it never move.
