OK the gas tank is exposed, I removed the inlet fuel line and put a hose in their to try and siphon out the gas, all I ended up with is a beard that smells like 93 octane. I am having trouble doing it this way, I have a drill pump for removing the oil and also a hand pump for removing the oil, can i use either of those?

The best way to do the job is with an electric fuel pump. Find a cheap electric fuel pump from an auto parts store. Put some long wires on it with alligator clips to hook to the battery.
Get a long hose for the outlet end that goes into the container you are putting the gas in.
On the inlet side of the pump, hook up a 1/4" id hose on the pump and a piece of 1/4" OD copper tubing.
Remove the fuel pickup fitting from the tank and use the copper tube to reach the bottom of the tank and suction all the gas out.

PS: Raise the bow up to get the gas to flow to the back of the tank.

ok so this is odd, I know the gas has been sitting in that boat for 3 years but the little I have been able to get out of the tank still smells like gas. is there any chance I could add a fuel stabilizer to it and burn it out?

A drill pump has exposed sparks from the drill brushes. They usually catch fire.... Hand pumps and siphon bulbs are a much safer alernative. Shake-shake siphons work pretty good as well. A piece of 1/2" copper pipe will fit thru the garboard drain in the transom. Connect the siphon hose to the inside piece of pipe and put a Jerry can under the outside piece of pipe.

Done it both ways. $30 Mr.gasket fuel pump works well for this.. Hand siphon pumps work too. Once they are primed the fuel will flow.

If the tank was full then possibly. Gas in large quantaties does not go bad as quickly

How to Syphon...
Remember it only works going Downhill, never up.
The container must be below the gas tank, not at the same level.

Boat will need to be on land, on a trailer.
Crank the bow Up.
Get about 10 feet of 3/8 ID hose.
Feed the hose in through the Bilge Plug Hole and into the fuel tank.

This is the important part. >>> Hold the far end of the hose ABOVE the level of the tank.
Suck Gently on the hose. When you see gas in the hose, Stop Sucking!
The gas will Not flow back uphill to the tank.
As long as you hold the hose end up, it will NOT squirt out the end either. No mouth full of Gas!

Block the end of the hose with a finger and place the end in the container, release the finger.

Fuel stabilizer isn't going to help now, unless you plan on storing it another few years.
Siphon a little fuel off the Bottom of the tank.
If the gas is clear and there is no water showing in the gas, go for it!
If the tank isn't FULL, adding fresh gas to top it off can only improve it.

If it smell like Gas, Looks like Gas, and burns like Gas .... It's a Duck!

Stabilizer only helps with new fresh gas. It can't do anything for old gas
