How to fix this transom issue?

I have an '84 Sea Nymph 16' and the transom has bowed back a bit from the whatever you call that other piece in the photos - I call it a splash guard. Anyway, the transom appears to be sound but I would like to suck it back up and seal it - when water comes over the transom, it goes straight down and bilge pump gets to work overtime. It seems the flex is occurring when trailering - can see the motor (which is trailer up position) bobbing up and down back there - it's a 50 HP motor on there, but boat is rated for 60 HP, so I'm not over-doing it. It all looks good under the "splash guard" as best as I can tell - two of the pics are of that area. Any ideas? Thanks in advance.

You really need to dig into it and see if the wood in the transom is completely rotten...from this distance that's what it looks like...there shouldn't be any flex back there if everything is sound...
It is a fairly easy fix if you catch it before it starts tearing up other structural members of the boat...
