On the stbd. side of the power head there is a bell crank, on this part towards the top of the bell crank ther is a screw, just below a short link, this your idle speed adjustment.

No it is not the thumb wheel. Towards the rear there is a slotted head screw. Is this a remote or tiller? If tiller the screw slot is to the rear. Remote the screw slot faces the front. O n the shaft where the thunbwheel is, look at the opposite end of it where it connects to the bell crank, just up from it's connection point on the bell crank will be the idle adjust screw.

It will advance the timing, that is how your idle speed is increased or decreased. Screw it in timing will advance, idle will go up.
