how to access to lowest face-plate bolt? I need help bad

Good day guys, I got a 1988 30 hp Mariner, 2 cylinder one carb, serial number 30 ML 689 L 331200 that was submerged 5 years ago, and I got it running. I had to take out the stat (because its bad), and in the process I cracked an ear piece on (one of the three places were a bolt holds) the thermostat. So, i was told to take off the whole plate (because the thermostat housing is part of it, i.e. part of the face plate of the power head were the spark plugs go into) so I can get it either remolded or find a second hand piece. Anyhow, a few bolts cracked (because they are so damn rusty, and also because I was so pissed off and not taking my time) in the process. I'm from an Irish place, so Murphy's law applied to me here because one of the bolts happens to be were the Lower cowling is. In turn, can't access the bolt with a socket, only a wrench. Now that it's cracked, I cannot access it without taking off the lower cowling.

So, my questions are;
-how do I get the broken bolts out?
-how do I take out the lower cowling?
-are there any utube videos that will show me how to do this? If so, can someone forward me a link?

I'm in a predicament with this whole thing because I can't attach my photos (which techs on this site asked me to do) because the site won't let me for some reason. SO, if any tech want to volunteer an email address, then I'd appreciate it.
