This is what the guy told me:

"You can get tag agency to get in touch with title holder,this has got a clean title,I do not know who."

I guess I'll ask them first and make sure they will do that.

I have nice sea shore property to sell in Kansas...
I think this guys is trying to pass the problem he has to you. If he is selling he needs to have the title on his name. Otherwise, a bill of sale from his will be useless, since the boat is not in his name.

Boat is worthless per say until you can contact previous owner about the title.

I have had to register a few as homemade just to get the paperwork through DMV.

Then I discovered through a friend about salvage and reclamation.

Any towing service has a storage fee, and the items get sold for storage fees at an auction. DMV has no problem issuing titles with a salvage reciept so if you have any contacts in the towing,salvage business you can check that route, and offer the guy next to nothing for a paperless boat.
