Boat is a 1975 starcraft, 15' open bow. near the waterline on the bow is a "D" ring that the painter attaches to. The "D" ring is now loose, I'm assuming there are nuts attached to the threaded ends inside the hull. I can not access the threaded ends through the seat hatches. I'm assuming I have to cut through the decking to get to the backside of the hull/threaded end of the bolts. Is there another way to tighten the D ring? Is it as straight forward as cuttin g an access hole and tightening bolts? Whats the best/easiest way to repair the hole I will have to cut?
Thanks!

The front bow eye is normally installed before they put the top on the hull. Often they use a piece of hardwood and that takes up the extra space on the threads. That piece of wood often splits and falls away leaving the bow eye loose.

You might be able to reach it from under a bow seat otherwise it is not an easy operation.

I can't get to it through the seat hatch, hull and deck are too close there. I'm gonna have to open up the deck. Just wondering about the process of closing up the deck. I have no experience working with fiberglass. Do they make any type of access cover I can put back in place in case I ever need to re-access that spot?

Yes the iboats store sell deck hatches and other stores too. You can get small round ones or small rectangular ones. Measure the opening (match with an available hatch and order one) Measure twice more, Cut the opening .... repair the bow eye, install the hatch with stainless steel screws and 3m 5200 sealant.
