How do I get the Lower Unit off????

I've got a Merc 9.9, I believe in the 94 - 99 year model range, with tiller shift. I'm trying to drop the lower unit off.
I've loosened the 3 bolts and the foot drops about 2 inches then stops. What else do I need to disconnect for it to drop out the rest of the way? I don't want to force it cause I don't want to break anything else.
Any advice appreciated!

Just did my 9.9 Mariner on the weekend. You need to shift into forward and remove the clip on the tiller side that connects to the shift linkage. Then you need to remove the reverse locking block off the linkage shaft. The block is about half way down the shaft.
