Honda BFP60A Will Not Go Down

Hi. The tilt on a 60 hp Honda, model BFP60A, will not move. I used the boat last week and lifted the engine at the dock. Went to use it yesterday and the engine will not move. It won't try to move in either direction.
I'll be going back to try to manually lower the engine. Anything else I should be looking for?

Just pulled the boat for the season. Gotta find the relays ... lol

Does it click or make any noise at all when you hit the button? Is the manual latch in place and holding the motor up?
