Honda BF30 Tach stuck at about 1200 RPM

I have a new to me 1996 BF30 on a 14 foot Lund Laker side console.
The thing runs great, but the tach won't go above approx 1200 rpm. The light comes on and it drops back to zero when the motor is off.
The boat also seems a little sluggish to get up on plane and the top speed is only about 20 mph which just seems a little slow to me. Does anyone have any thoughts on why the tach is stuck? It is obviously turning faster than that, it is getting up to 20 after all.

The gauge was stuck. One hard tap made it change position, a couple more and it was moving freely with the engine rpm.
The boat had been sitting 8-10 years and everything needs to loosen up.
