Honda 8hp question

So I inherited a 8hp Honda from my grandpa years ago. I didn’t own a boat then. But my question is what should I do to it before I start it? I know it needs a new impeller. Here was my plan before starting. Please let me know if I am missing anything.
1st I was going to change the impeller,
2nd change engine oil.
3rd change lower unit oil.
4th change spark plugs and wires.
Should I rebuild the carb to clean it out or just run it the way it is now? Thank you for your help.

You're on the right track.

If motor was stopped with fuel inside bowl for a very long time period, will need a good clean up, not necessarily a carb rebuild with new parts. Disassemble, look the internal condition of parts and will know what to do.

Was the motor used on fresh or salt water ?

Sea Rider it was used in both fresh and salt. I know my Grandpa was religious about running fresh water through it I very time he went out to the Puget Sound. As far as weather or not it was ran till it was out of fuel I’m not sure. That I will have to pull the bowl off and see if anything is in there.
