High Speed Valve, 9.5 Evinrude

I have a 1965 9.5 Evinrude. In rebuilding the carb, I couldn't figure out how to remove the high speed valve. So I cleaned everything and blew it out with an air hose. The replacement, in kit I have, is just a small 1" nylon tube with a slot in one end. I can see the old one ( located under the bowl), but can't see how to remove it nor do I understand how it functions. Anyway, it starts on the first pull. It runs fine in neutral, both idle and at higher rpms. But, in gear, it'll acellerate up to a point then the power drops back. then it accellerate back up then drop back down, etc. Anyone with any thoughts?

Tank venting,fuel pump,fuel filter,anti-siphon valve and air leak in fuel system are all suspect. Sorry, but it really is a process of elimination.

I've replaced all the fuel lines and squeeze bulb. A new filter screen and gasket come with the carb kit. I wondered about the fuel pump, but it's a very simple pump and it seems to run fine in neutral.

Check the plug wires were they come out the magneto plate. They take a sharp bend there and somtimes crack. The next step is to check and see if the motors in fact running on both cylinders (these motors had a lot of problems with coils aging and cracking.
