You say you replaced the prop also, Are they the same style, pitch, diameter? if you have the old prop and it has a rubber hub you can get that hub pressed out and a new one installed fairly inexpensively

He does not have a prop problem. A spun hub will not allow you to go 25 mph at 5800 rpm. You would get 1 mph and 10,000 rpm.
