High/Low adjustment knobs

Can anyone tell me how/when to adjust the high and low idle knobs on a 1975 Evinrude 4hp? I don't really understand their function. Thank you.

the upper one is the idle mixture adjustment, the lower one the high speed mixture adjustment.

If the needles are correctly adjusted then they should normally just be left in the mid point of their ranges .
