Help with part identification

What are the two small tubes called that come out of the transom plate on a SP-C outdrive. They seem to be exhaust and are about an inch in diameter with 90 degree turns out opposite directions.

Are they hard to replace? Can they cause water to leak into the boat?

Assuming you are talking about the same thing I am, the idle relief ports are cast into the transom shield. They are not something you replace. It's normal for them to have water and exhaust in. Click on picture.

The tubes are split and brittle up into the transom plate

I will have to get pictures. They look like small snorkle tubes that stick out of the transom plate as in the diagram you posted.

Can water get to the transom core if their are split going back toward the boat?

What could happen is a leak between the exhaust Y (or tube depending on what engine you have) and the transom shield. Which would leak down onto the cutout area of the transom shield.
