Help with fuel consumption please

Had a shock yesterday when I did a fuel test yesterday, hooked up a 25lt red tank to the fuel system to find out how long it would last, after 28 minutes that was it, gone. So working on that I am burning 11 gph(uk) 14gph(us) and this was at 3700 rpm (wot being 4800) giving me around 18 knots.
Now the bottom is very fouled and I guess this is why I have noticed my wot reduced to around 4200.
How much difference would a clean hull make as I was guessing she would burn around 25lts per hour at cruising speed, not double !!
Any suggestions appreciated
Forgot to mention, 1992 4.3 v6-alpha 1 gen2, plugs,rotor,cap,sensor, module all changed in the last 8 weeks.

Now that you know what the GPH is with a dirty bottom, clean the bottom and do the same test. Then you will know EXACTLY what the difference is for YOUR particular boat.
