If the foam is saturated (likely), you must cut out the floor (deck) and dig out the wet foam. Next you need to determine if the stringers are rotted. Sometimes the stringers will be encased in fiberglass and be intact. If the stringers are rotted, they need to be replaced. You might repost in the restoration forum.
If I had to do the job (and I did a boat very similar to that one), and the stringers were rotten, I would relace them with dry 2 by 6 or 2X8 pressure treated lumber. It would need to be scribed to match the hull and bedded to the hull with poly putty. I would cover it with heavy roving and poly resin. Then refoam the hull, and install a new dry pressure treated 1/2" plywood deck, using stainless screws into the stringers. Now cover the deck with 2 layers of light cloth and saturate with poly resin. Glass in some P/T 2X2s to the deck. You can screw the new seat frames to those.
