If you want to tinker, What about the sprinkler control timer? The one at work I purchased was about 50 bucks. Has 4 settings and can be programed daily, weekly or monthly.

Using that plus some relays/transformers you should be able to turn on devices to allow 30 day charging.

Today I ran into an HVAC guy at a customers house. He gave me a nifty little 24vac/115v relay. I stopped by Home Cheepo and got an enclosure for it and looked for a 30 day 24v irrigation timer. They did not have one so I will have to look elsewhere. I know they exist.

It is getting closer.
