HELP Doc! I cant PEE! 78 9.8hp Thunderbold with a "weak stream"

I bought a 78 9.8hp Merc yesterday, instead of peeing it just dribbles out water. I changed the impeller even though the old one looked brand new. There is no thermostat in it and the line from the thermostat housing to the pee hole is clear of debris. What could cause this? Any help would greatly be appreciated, and if you're in the Tampa area, ill even buy you a beer if you can help me fix it...

PS I couldnt find any previous posts that didnt blame the thermostat...

bugs in the peeper use some weedwacker line to clear debris
