Help 140hp johnson motor wont turn off!!!

I need help my 1988 140hp Johnson once started revs at full speed and when i turn the key off it stays on? i had to pull all the wires off the plugs to stop it can anyone help me with this problem?

Does this only occur when you re-start a hot motor? .... if so, search this forum for "thermal runaway"

If this happens when you start a cold motor, how quickly does it get to WOT?

Kill switch has no effect?

Maybe a few more specific details would help diagnose.
