Most all tanks will get the foul order when the tank is flushed. The air moves past from holding tank out thru a charcoal filter. The air passes so fast that the filter will not contain all the odor. The filter is mounted up high to keep liquid out. Mine is located under the gunnel. The filter is there to reduce the odor while not being flushed
