Hard to Steer

I am confused (no surprise there). My 1989 Tracker has a 110 Johnson and is EXTREMLY hard to steer. I have removed the cables from the motor and the moves freely so I am assumeing that my cables are bad but I have two cables front and back and cant seem two find the proper replacement system. Am I in over my head and should I have them replaced professionally or is this something I can handle? Where do I find the proper parts for this system.

The cables are adjusted at the engine in such a manner so as to eliminate any play that may exist. If adjusted too tightly, binding will result.

If the steering wheel moves normally when disconnected from the engine, then the above is your problem. However, if the steering wheel is still hard to turn, then at least one of those cables is faulty.
