Hard Steering 9.9 Merc

I have a 1993 Merc 9.9 and at WOT it wants to pull right badly. I put new prop on and still the same. Any Idea's.. Thanks in advance

Normal. is there a anode fin just above the prop attached to to cavitation plate?
if so you loosen it, and turn about an 1/8 degree to start in opposite direction the prop spins. also there a tension bolt just below the clamp
