Hard starting after setting all week

My '96 Johnson OceanRunner will not start unless I use starting fluid. It is difficult to get the fuel bulb hard and I have to pump it up many times. When it does start there is a lot of smoke and droplets of oil on the water surface. Once it is running it seems to be fine.

Using starting fluid to start your motor is not a good idea. Starting fluid will strip the oil from the cylinder walls and that's not good. You're better off using fuel/oil mix in a spray bottle. Check the fuel line connectors for vacuum leaks. There are two small valves in the primer bulb that may be defective. Replace the fuel line, including the primer bulb and you should be good to go.
