Decarbing with Sea Foam or any other product like it, can increase compression, but only if the rings are sticking from carbon build up. One low cylinder won't normally make it run that poorly, that's why I said to check other things before you decide to rebuild it.

Force motors aren't that great, so putting money into it may not be your best bet (I can say that, I've owned and worked on them). A total rebuild is what you're looking at, as it needs to come completely apart to replace rings. After getting an estimate on the rebuild, try looking for a different motor (not Force) in that price range.

The seller did not misrepresent anything. He admitted it was not his boat, did not even know the engine size. He specified that the boat had not been run for two years (could even be longer - you know how time gets away from us). You may have paid too much, but that was your choice. There are plenty of places to find the value of used boats. This is a lesson for anyone buying anything used. You must do your research. Have the unit checked out and do the homework to find out the true value. I am sorry you are in this situation, but I am afraid that you can only blame yourself. The seller probably thought he was selling a good product. He may have been a crook, or he may also be a victim. He may be what is referred to in the auto business as a "curbstoner". This is a person that regularly buys used cars through auctions or newpaper ads and then sells them as if they were personal vehicles. It belonged to my uncle, or grandfather, or firiend to explain the different name on the title. They are actually a dealer that has no dealership or dealers license or even business license. That may be what you stumbled into.
I hope it works out for you.
