Is there a specific tourqe it needs to be tightened to?

Yes, but chances of one of the locking tabs actually alingning at that specific torque are pretty small. Good and tight. Tight enough to need a chunk of 2x4 between a prop blade and the antiventialtion plate to hold the prop. If you tighten it while holding the prop by hand, it's not quite enough. But don't over-do it either. You want to get it back off someday.

I understand that it is difficult to match up the tabs, but what is an appropriate torque?

My Calibrated Elbow suggests it's about 50/ 75ft.lbs......

I'll ditto that...go to 50lbs and if it doesn't line up, go to the next hole..
