Gimble ring bolts wont torque

I decided to re-torque the 2 gimble ring bolts in my alpha 1 gen 1 bolts to 53 ft Ibs. They will not torque up. It almost feels stripped. What would cause this?

Are you using a wrench to hold the head of the bolt?
If you are, then they are stripped.

There are nuts on the backside. Turn the outdrive and you can get a box wrench on them.

I was checking them with the boat in the water. Thanks for the info! I will pull the boat today.
