Could be the controller, would check the plug, unless electric burners, ours gas cook top electric oven. Then would check leads to controller leads out. Prossesor is more than likely fried, edison has weird power here low of 70v and high of 130 says normal refuses to fix, we use little pole power

thanks. There were some weird readings on my "smart meter" at the street too, so maybe you're onto something.

DVM, multimeter thing. It works properly at all outlets, DC batteries etc. Red on one lead and black on the other lead, out of the back of the oven, element was not attached then. Broil on. I have not tested the bake, but no heat there either. Much harder to get to.

I saw 110ish, 120 at walls. Hard to get to 240 supply to Oven at this point. Can check other 240 outlets though.

I have access to the joint Microwave/Oven control panel now too. Hard for me to read the wiring diagram that I found, but I am sure I could fumble through that.

Make sure the DVM battery is in A1 shape. I had a wonky battery in mine but it still gave "credible" (but wrong) readings. Led me to a misdiagnosis that cost me a couple of hundred bucks.
Do you have an old "steam powered" analog meter that you can use as a comparison?
As far as i can read, you have not established that you are getting 240 V. at the stove.

Bigdee has listed a near-perfect trouble-shooting sequence that will get you where you need to be.

Lets take this one step at a time:
1. Check the breaker for 240 volts
2. If not 240, problem is most likely in panel or service entry
3. If 240 is present go back to oven
I've got 240V at the PC board behind the oven controls.

1. is this a wall oven or a oven/range
Wall combo. Micro and Convection Oven

2. what is the age and model #

One more check: check voltage again at oven on L1 & L2 with oven turned on if you still have a solid 240 you can rule out the supply voltage.
The control board has relays for the bake and broil units and one relay shares a leg with each element. These relays cycle on and off many times in order to maintain preset temperatures so it is not unusual for them to wear out. Have you checked for any diagnostic codes? You can retrieve them by pressing "timer,clock, and minutes down buttons all at the same time. I located a manual online with alot of info and diagrams....hope it will help you.

Thanks for the Manual. I have the Microwave wiring diagram (control is combined), but very confusing for me. This should be much better.

238.2 Volts across L1 and L2 with Oven on or Off.

I got a code 9, but it is unclear to me if that is an F9.

F9- Meaning- Cooling fan stalls while oven above 650?F—open thermal switch in
yellow or blue leads
Correction - Cooling fan or airflow to control area

I can hear the cooling fan run whenever I turn on the Broil or Bake.

Looking at the schematic, it’s actually a very simple circuit. The elements are tied directly to the source and the circuit is completed thru the selector switch, thermal relay and the thermostats.
I would first jumper out the thermal switched and see what happens. If that doesn’t do it, jumper the lock sw #1 and #2. If that doesn’t resolve the problem you have a problem in the PCB.

Well I jumpered all of that stuff and nothing. I guess PCB.

Thanks everyone!! Success. Replaced the control panel today and I have consistent liftoff. I searched the web and most were around $195. Found one on eBay for $100, plus $10 expedite. So feel pretty good. Thanks again!
