On a 1989 125hp Force O/B,when re-sealing the powerhead to the mid-section is there a gasket that belongs between them? I've looked at the crowley diagrams and it looks like they only show an exhaust gasket for the match plate to powerhead.
Go easy with the RTV silicone. There are water passages under the match plate that can be clogged by too much. A light coating smoothed by your finger before installing the block will do.
