I used up about 30 gallons of water in the fuel. A customer had a leaking fuel fill and said pump it out, clean tank, and dispose of the fuel. Pumped it into a drum, let it sit. Took a sample in a glass jar and put it outside, let it freeze. The fuel was good on top, so I simply put the barrell outside for a couple days and took the fuel and put it in my car. No issues...

Yesterday, I was looking at some information regarding using E10 gas versus non-ethanol gas in a outboard and saw something from Mercury Marine that said "E10 may actually be a superior marine fuel, as it tends to keep low levels of water moving through the fuel system, keeping the system “dry”." I had never heard that before.

I'll check that out. I had never heard that before. It also said to keep your tank full to avoid condensation, which I have heard but don't always do. Now I'm really confused. All I've been hearing is to ONLY run non-ethanol in your boat.
I’ve heard that side as well. And keeping your tank full does help. It’s the shelf life of e10 gas. If you’re running your boat all the time or monthly. And you don't know how fresh it is when you buy it. If you keep the boat on the water its in a humid environment . When e10 starts to go bad it goes through phase separation. There’s where the Star Tron comes in. It prevents phase separation for a much longer period of time. And a fuel water separator is the way to go as well. The little rig I have now uses a portable fuel tank which when not is use sits in my shop 1/2 full or less sometimes. I don’t always keep it full because I premix for the 2 stroke. I have a water separator and haven’t had any problems. Fallow the directions for how many hours to change it. Maybe less in your case. If you can get one with the clear bottom and you can see the water accumulation and can stop a problem before it happens. Look up the info on Star Tron website.

That EPA memo was well written. Made a lot of sense which I didn't expect from EPA.
